The Seastar Alliance is a pan-European collaboration launched to strengthen cooperation between EU institutions, governments and the offshore wind industry.
Its members include the UK, Germany, Denmark and the Netherlands, with a view of including all European states with an interest in offshore wind.
Bruce explained how the Alliance is looking at sharing best practice among the member states in order to bring the cost of energy down. He described it as an "umbrella of umbrellas" as its members include representative bodies from each country.
"We are coming together as a leading body that represents the industry in each of those countries, but with a very particular focus around cost reduction, deployment and removing barriers to growth for the sector," he said.
"The European Union has very ambitious climate and energy goals, the member states do as well. The only way to get there is to grow this sector and grow it as quickly as possible," Bruce added.
The Seastar Alliance was officially launched at the EWEA Offshore 2015 conference in Copenhagen.
