The survey is the first of the major research into the wind manufacturing sector during 2014 to be released. According to the figures, Vestas has fallen to third place with 10.1% market share.
Last year's fifth biggest, GE with 10.2%, has moved to second place thanks to a strong performance in the Americas.
It is the first time Siemens has taken the number one spot in Make's survey. It took a market share of 10.8%.
Make also observed a growing relevance of conglomerates such as Siemens and GE, which accounted for 37% of the market.
Vestas was in first place last year, with Siemens and GE in fourth and fifth place respectively.
Research from rival company BTM Navigant is also set to come out. Differences in evaluating the data have brought discrepancies between the findings by the two firms.
Last year, BTM put GE ahead of Siemens with a 6.6% market share as opposed to Make's 4.6%.
