Denmark added no new offshore wind capacity last year, after reaching 1.27GW in 2013. No new projects will come online this year either. But the country does have an official expansion pathway for offshore wind, set out in a cross-party political energy agreement in 2012, originally running to 2020.
The 2012 document referred to a new 400MW project at Horns Rev in the North Sea and a 600MW project at Kriegers Flak in the Baltic Sea, plus 450MW in nearshore developments and 50MW earmarked for research and development. The schedule for the two projects has slipped, but the general direction remains the same.
Progress on Horns Rev 3 is furthest advanced. Statoil, E.on, Vattenfall and Dong Energy were prequalified to tender by the Danish Energy Agency (DEA) last year, and the deadline for final offers for construction was set for 16 February. The tendering documents, however, stress that the process is dependent on the European Commission accepting - by 15 July - that the planned support complies with European state-aid rules. Construction could start next year and transmission system operator Energienet.dk must make the grid connection available by 1 January 2017.
Calls for preliminary tenders for Kriegers Flak were originally scheduled for April 2015, but the government decided last June to delay the project by two years. Following a new dialogue with stakeholders the DEA moved the deadline for preliminary tenders to April 2016. The grid connection for Kriegers Flak was moved back from July 2018 to January 2019, and the project is now due for commissioning in 2022.
In July 2014 the planned new nearshore wind portfolio, due for operation by 2020, was reduced to 350MW, spread across six sites: Vesterhav North, Vesterhav South, Saeby, Sejerobugt, Smalandsfarvandet and Bornholm. The deadline for final tenders is March 2016, with the concessions granted soon after.
