Governor Terry McAuliffe signed an executive order to set up the council, which will review the state's energy infrastructure and potential, and advise on a strategy to update Virginia's energy plan.
The council will look at ways to speed up the development of renewable energy sources, particularly offshore wind projects.
It will also look at expanding its renewable energy industry by attracting new companies and growing existing businesses in the state.
The council is being chaired by the secretary of commerce and trade, Maurice Jones, and will deliver its recommendations to the general assembly on 1 October.
Virginia is home to Dominion Virginia Power's 12MW offshore project, which will consist of two Alstom Haliade 6MW turbines.
Dominion received $47 million in federal funding from the US Department of Energy in May to complete the construction of the demonstrations project.
