Dowling has been at the company since 1989 and was previously managing director at Siemens' Congleton plant in Cheshire, north-east England.
In his new position, he will be responsible for developing the new facilities at the manufacturing plant in Yorkshire, north-west England. He will take up the role from 1 July.
Siemens also announced that Ross Dean will become commercial project director at the facility.
Dean has been the commercial head of UK offshore wind projects at Siemens since 2009.
The German manufacturer said it would commit to spending £160 million (EUR 190 million) to build the factory in March.
It will create 1,000 jobs to build blades for the company's 6MW offshore turbine. It is expected to be operational by 2016.
