Eneco Wind and EDF Energy, the project's developers, must now invite the public and groups to register as interested parties before examination of the application can begin.
Those who register will be able to comment on the plans and provide input to the examination process.
The developers have applied for permission to install 194 wind turbines 14.4 kilometres from the coast after the original plans had been changed.
In February, the site was cut from 218 turbines in order for it to be further away from land.
Navitus Bay has also offered compensation to local businesses that use the proposed stretch of water and may incur extra costs because of the development.
