The figures were release by the Spanish national wind association AEE, which expects worse in the years to come.
It contrasts starkly with an annual average of 1470MW of new capacity 1998-2012. In 2007 alone, nearly 3.5GW was installed.
AEE directly blames the dramatic downturn on the central government's renewables stranglehold. A 2013 law in scrapped the renewables feed-in tariff, driving wind since 1998. This followed a new 7% tax clamped on wind generation.
Last year, developers of 928MW of wind power projects renounced their allocations from the central government's 2012 wind power quota. They claimed new regulation meant their projects no longer bankable.
Now, only 177MW of the quota remain to be built. AEE doubts Spain will reach its 25GW wind target to 2012—up from today's 22,959MW cumulative figure—as the state promised Brussels in 2009.
