The permits are now expected by the end of the year, after which financial close should be completed next spring, Typhoon spokesman Marcel van den Berg said.
Construction of the onshore substation is due to kick off in April and offshore work in July.
All being well, the two offshore substations should be in place March 2015 and the export cables in December.
Siemens will install its new 4MW turbine in two phases of 300MW each during 2016.
In the meantime, Germany's EEW Special Pipe Constructions (EEW SPC) has been contracted to supply 75 of the 150 monopiles for the project.
Typhoon spokesman Marcel van den Berg says that there is no delay over the permits, but "just the normal bureaucracy, which we anticipated."
The company knew that it would not reach financial close until spring 2014 since the introduction of the new sponsors of Gemini (Northland Power, Siemens Financial Services and Van Oord) last summer.
Everything needed to build the farm is arranged and subcontractors have been commissioned. Offshore construction will start in July 2014 and the aim is to reach full production at the end of 2016, van den Berg said.
