The Spanish manufacturer and developer had planned to install 40 turbines with a tip height of 118 metres on Glenouther Moor, near the town of Neilston on the outskirts of Glasgow.
"The significant adverse impacts of the proposed Glenouther Moor wind farm to the local communities is too great," said Ewing.
"The Scottish government wants to see the right developments in the right places, and Scottish planning policy is clear that the design and location of any wind farm should reflect the scale and character of the landscape and should be considered environmentally acceptable."
The Scottish government has been pushing itself as the "Saudi Arabia of renewable energy" and has more than 4GW of installed onshore wind capacity. It has however, been coming under increasing pressure from campaign groups over the continuing proliferation of onshore sites.
Gamesa has a long-standing relationship with the government in Scotland and has signed a memorandum of understanding to build a manufacturing and operations-and-maintenance base in Leith but is waiting to see the outcome of the UK's energy market reform bill before deciding whether to go ahead with the EUR 150 million development.
