The Cour des Comptes, whose role is advisory, concluded that overall the subsidies cost too much and are not particularly effective in creating jobs and other socio-economic benefits, particularly in the solar sector.
Instead, the government should focus on the most efficient sectors in order to "reserve support for those which can best contribute to meeting the targets," the report said.
In this regard, it singled out onshore wind as deserving of support, noting that it costs EUR 60--100/MWh, compared with an estimated EUR 70-90/MWh for the EPR reactor being built at Flamanville.
The report also repeated the need to simplify the regulatory framework for wind and speed up grid connections in order to meet its targets.
