Ongoing delays in connecting some German offshore wind stations to the mainland grid will not affect the country's offshore wind capacity ten years from now, according to Germany’s four transmission system operators (TSOs).
The TSOs have presented their updated scenarios for the 2013 edition of Germany’s transmission network development plan (NDP), which looks ahead ten years. In it, the lead forecast for German offshore wind capacity is 13.1GW by 2023 and 28.1GW by 2033. A more optimistic scenario envisages 17.8GW of offshore wind by 2023, while its most modest forecast is for 9.8GW by 2023.
Despite significant controversy about the performance of TenneT, the TSO responsible for connecting offshore wind stations in the German North Sea, the forecasts are virtually unchanged from the 2012 NDP.
However, the TSOs’ scenarios suggest that Germany may not succeed in meeting its national renewable energy action plan target for offshore wind. This anticipates 10GW by 2020.
The TSOs are obliged by law to produce an NDP each year in order to predict the network strengthening and expansion measures necessary to guarantee network operation.
