Guodian Power Development, a subsidiary of China Guodian Corporation, has won permission from the central government to construct two large-scale offshore wind farms, the 300MW Leting project in north China’s Hebei province and the 250MW Putuo no. 6 project in Zhoushan, east China’s Zhejiang province.
Chen Jingdong, deputy general manager of Guodian Power Development, said construction at Leting, near Puti Island, would start in the second half of 2014. Chen did not say who would supply the turbines. According to the feasibility report, the wind farm will use 3MW or larger turbines.
A total of CHY 5.76bn ($914m) will be invested at the Leting project. The site is estimated to have 3.7GW of exploitable offshore wind power resources.
Last June, China’s National Energy Bureau approved Hebei province to plan 5.6GW of offshore wind power projects, including 4.3GW in Tangshan city and 1.3GW in Cangzhou city.
The Zhoushan 250MW offshore wind farm will be the first offshore project to go into construction in the Zhejiang province, but no start date has been confirmed. According to Zhou Yong, director of the general affairs department of Guodian Power Development's Zhejiang branch, the Zhejiang provincial government hoped the project could be completed by end-2015.
Zhou said his company had completed seabed geological prospecting, topographical surveying, hydrologic observation and wind resources measurement for the project.
China has advanced slowly in constructing commercial offshore wind farms. Four projects totalling 1GW in east China’s Jiangsu province were announced in 2010 but have not yet gone into construction. They are Binhai's 300MW, Dafeng Intertidal with 200MW, Dongtai Intertidal with 200MW and Sheyang's 300MW.
The Chinese economic planning agency said in February that offshore wind should be included in the list of industrial sectors that enjoy central government support.
