The association will present its case before the European Commission and Parliament on 8 and 9 April.
Prepared by Spanish legal firm Holtrop, the case accuses the government of "breaking the principles of investor trust" following recent decrees retroactively altering rules governing investments in existing capacity.
In December 2012, the government clamped a 7% tax on all generation technologies. The following month it effectively forced wind producers to drop a production incentive on the electricity market in favour of a reduced feed-in tariff. Combined, the wind sector calculates both decrees will produce losses of EUR 6 billion to 2020.
Meanwhile, national wind association Asociación Empresarila Eólica (AEE) said it aims to present a wind-specific case for the EU Commission to study.
