Oettinger also promised action at an EU level if the commission deems it necessary or appropriate.
While the letter recognises the Spanish government’s urgent need to reduce expenditure, the commissioner has previously warned against "renewables support being used as a scapegoat by governments in economic or financial difficulties".
There has been a three-month delay since the reform package, aimed at cutting Spain’s €24 billion tariff deficit, was due to be published. Since then a series of leaks has provoked speculation about the measures it reportedly contains.
These include reductions in feed-in-tariff levels for existing producers and a new tax on electricity generation which would include renewables producers.
