Despite the deputy minister of economy Mieczyslaw Kasprzek's assurances the legislation will be revealed, the country's wind industry has its doubts since the ministry was six months late with the original draft.
According to unofficial sources the draft was radically changed after consultations with developers and banks and creates a stable legal and market environment for wind investors.
The first draft undermined the foundations of the wind business by removing the guaranteed price for wind-generated electricity and decreasing the number of green certificates for onshore wind capacity over 200kW by 25%.
Since December, when the first version of the draft was published, investment activity in Poland nearly stopped. Maciej Stryjecki, the president of Foundation for Sustainable Energy said many developers were looking at alternative markets.
