The report said that a worsening of the economic climate and a consequent lack of government support makes offshore wind development challenging in many North American and southern European markets.
It added: "This contrasting lack of support underscores the fact that offshore wind is still highly dependent on firm government backing."
It said offshore wind would continue to grow in the UK, Germany and China, describing the countries as the three foundational pillars of offshore wind.
By 2016, up to 75% of global offshore installations will come from these three markets. This will be spurred on by sympathetic policies and financial backing.
