The tender was announced by the government in July, but the federation wants it to be reviewed and could take it to the high court.
FED, whose stated aim is to block the installation of turbines off the Channel and Atlantic coasts, claims it has the support of local residents and fishermen's associations.
It also said it has the backing of the mayor of Tréport, which is close to one of the five zones the government is offering.
If the appeal fails, FED says it will take the case as far as the Council of State, France's administrative court of last resort.
The government is counting on the offshore sector to help meet its target of 25GW of installed wind capacity by 2020, including 6GW at sea. It plans to launch a second tender for 3GW of offshore wind next spring.
