The greater part of Finland’s planned offshore expansion is expected in 2014-16, but there will be some activity in bringing new projects to the starting blocks in 2011-13.
The completion of Suomen Hyötytuuli's 2.3-MW Siemens prototype wind-turbine project, built off Pori in July 2010, raised the level of installed capacity at offshore wind installations in Finland to 26MW.
Installed capacity, based on actual operating onshore and offshore installations, amounted to 197MW in Finland in 2010. Suomen Hyötytuuli intends to use the prototype turbine to collect key operating data ahead of plans to develop capacity for large-scale offshore construction and production.
Based on the number of projects that reached the feasibility study or pre-approval stages by mid-January 2011, government energy planners believe the installed capacity from offshore installations could reach 600MW by 2014 and up to 1,400MW in 2016. The Finnish government's own target is to achieve installed capacity from onshore and offshore installations of 2,500MW by 2020. In this forecast, offshore is expected to contribute about 45% of total projected new capacity.
Suomen Hyötytuuli plans to follow up its phase-1 offshore project in Pori with the construction of 20-30, 4.5MW turbines with a total installed capacity of 90-160MW. Installation at sites west of Pori harbour is expected in 2011-12.
PVO Innopower has also reached the EIA-stage with its Ajos 3 project to build an offshore windfarm comprising 40-50, 4MW turbines west of the Kemi coastline. This project, with initial construction expected to commence in the first half of 2011, has the potential to deliver 120MW in installed capacity in 2011-12 and a maximum 200MW in 2013-14.
Rajakiiri Oy's project proposal to build an offshore wind farm housing up to 100, 3-5MW turbines reached the approval stage during the first half of 2010. Construction is expected to start in 2011 with the first working turbines becoming operational in late 2011 or early 2012. This project carries the potential for installed capacity of between 300 and 500MW.
Expected to move towards construction in 2012-16 are Suomen Merituuli's 300MW scheme at Inkoo-Raasepori; the Suomen Merituuli proposal to build a 240-400MWwindfarm in Kristiinankaupunki; a PVO Innopower project to build a 230-400MW wind farm in Kristiinankaupunki; a WPD Finland plan to develop a 600-800MW wind farm in Korsnäs; a project by Metsähallitus to build a 129-225MW wind farm in Oulunsalo-Hailuoto; and a plan by PVO Innopower to build a 400-650M W wind farm in Haukipudas/Hoikka-Hiue.
