Addressing a business forum in Bilbao, Calvet said Gamesa had "not sold a single wind turbine in Spain since March 2009"and will focus "effort and investment" on markets where it is welcome. The company has a major presence in China and USA.
Gamesa already closed its Alsasua blade factory in Navarra last year. After failing in its bid for part of a 2.3GW tender in Galicia, it is closing one facility and studying a further five cases in that region.
Gamesa employs 4000 people in Spain across 23 factories with a combined annual production capacity of 22GW. The company is threatening to halve that capacity by 2013 if there is no improvement in government policy.
The Spanish wind iindustry blames the poor figures on the central government’s project-licensing register, introduced in 2009 and capping new capacity to end-2012.
The register, which AEE believes has cost over 10,000 jobs, leaves 2011 and 2012 each with 1500MW of new capacity, against over 3500MW installed back in 2007.
Furthermore, the government has failed to indicate what will be in place after 2012 when the current wind production incentive expires.
